Farmlane Blacklisted for Iran Missile Aid

Washington: The United States Treasury Department today imposed sanctions on 32 entities and individuals in Iran, China, Hong Kong, the United Arab Emirates (UAE), Türkiye, India, Germany, and Ukraine for operating procurement networks that it alleged supported Iran’s ballistic missile and unmanned aerial vehicle (UAV) programmes, including for the Islamic Revolutionary Guard Corps (IRGC). The action was taken under Executive Order 13382, which targets proliferators of weapons of mass destruction and their supporters, and Executive Order 13224, as amended, which targets terrorist groups and their supporters.
Among the designated is India-based Farmlane Private Limited, directed by UAE-based Marco Klinge. Treasury states that since 2023, Farmlane has facilitated the procurement of missile propellant ingredients, including sodium chlorate, sodium perchlorate, and sebacic acid, from China for Iran’s Parchin Chemical Industries, a subsidiary of the Defence Industries Organisation. Parchin Chemical Industries was designated by the Office of Foreign Assets Control (OFAC) in July 2008 and is subject to a United Nations (UN) asset freeze under Resolution 1747. The chemicals are used to produce ammonium perchlorate, a solid propellant for ballistic missiles controlled under the Missile Technology Control Regime, and sebacic acid is used in resins and plasticisers for missile components.
Farmlane Private Limited, incorporated on July 17, 2021, in Chandigarh with Corporate Identification Number U51909CH2021PTC043792, operates from SCO 40-41, Third Floor, Sector 17 A, Chandigarh 160017. Its director, German national Marco Klinge, holds Indian Director Identification Number (DIN) 02667099. Born February 19, 1975, in Osterberg, Germany, Klinge is listed as Farmlane’s sole director. OFAC states that Klinge used Farmlane as one of three corporate shells (alongside UAE-based MVM Amici Trading LLC and Germany-based EVA Handelsgesellschaft UG) to move hundreds of metric tons of China-origin oxidisers into Iran. All three companies are now blocked, and any entity 50% or more owned by Klinge is automatically blocked.
The network, referred to as the MVM partnership, includes Klinge, Iran- and Türkiye-based Majid Dolatkhah, and Iran- and Türkiye-based Vahid Qayumi. Klinge is also the director of Germany-based EVA Handelsgesellschaft UG and the point of contact for UAE-based MVM Amici Trading LLC, all designated for being owned or controlled by Klinge. Qayumi is chairman of Iran-based Zagros Shimi Fars Manufacturing Industries Company and Furqan Novin Pars Manufacturing and Commercial Industries, both designated for being owned or controlled by Qayumi. UAE-based Vahid Ghayoumy Goods Wholesalers LLC, which shipped sebacic acid to Zagros Shimi Fars, is designated for supporting Zagros Shimi Fars.
The sanctions follow the UN Security Council’s reimposition of measures on September 27, 2025, under Resolutions 1737, 1747, 1803, and 1929 due to Iran’s non-compliance with nuclear commitments. These resolutions require member states to prevent transfers to Iran of items and technology for ballistic missiles and conventional arms. The U.S. action also advances National Security Presidential Memorandum-2, which directs efforts to counter Iran’s missile and asymmetric weapons development and deny resources to the IRGC.
Separately, OFAC targeted networks supporting Iran’s UAV programmes. Iran-based Kimia Part Sivan Company, designated in October 2021 for assisting the IRGC-Qods Force, operates through subsidiaries Iranian Baspar Puya Company and Pars Navandishan Artificial Intelligence Projects Company, both designated for providing material support to Kimia Part Sivan. Four employees—Seyyed Ali Abtahi, Seyyed Mohammad Ruhani, Hosein Sayyadi Turanlu, and Ehsan Mohaghegh Dolatabadi—are designated for acting on behalf of Kimia Part Sivan in UAV component production and procurement.
A network linked to Iran-based Oje Parvas Mado Nafar Company, which produces engines for Shahed-131 and Shahed-136 UAVs and was designated in October 2021, includes China-based Ma Jie and his companies Yiwu City Xianma Import and Export Co Ltd, Qian Xi Long Trading Co Limited, and Hin Yun Trading Company Limited, all designated for being owned or controlled by Ma. Türkiye-based companies Arkedya Gida Tekstil, Intro Oto Yedek Parca, Own Ucar Gida Insaat, Royal Yapi Insaat Emlak, Loris Turizm Organizasyon, Ozkam Nakliyat Petrol, and Artas Gumrukleme are designated for providing financial support to Qian Xi Long or Hin Yun.
Additionally, Iran-based procurement agents Bahram Tabibi, Batoul Shafiei, and Saeed Pahlavani Nejad used Ukraine-based GK Imperativ Ukraina LLC and Ekofera LLC to supply aerospace materials, including attitude indicators and magnetometers, to Iran Aircraft Manufacturing Industrial Company, a state-owned entity producing Ababil-series UAVs. All are designated for supporting the company, whose SDN List entry was updated to include its alias FTP Co.
OFAC also updated the SDN List entry for the bulk carrier previously named SHUN KAI XING, now HONESTAR, identified in June 2025 for transporting sensitive machinery for Iran’s defence industry. The vessel is stateless and was attempting to carry false flags while delivering a CNC machine used to produce fibre optic gyroscopes for guidance systems in ballistic missiles and UAVs.
As a result of the designations, all property and interests in property of the sanctioned parties in the U.S. or under U.S. control are blocked and must be reported to OFAC. Entities owned 50 per cent or more by blocked persons are also blocked. U.S. persons are prohibited from transactions with these parties unless licensed, with violations subject to civil or criminal penalties on a strict liability basis. Foreign financial institutions risk secondary sanctions for significant transactions with designated entities.
